My users randomly get “Remote Procedure Call Failed and did not execute message while Explorer.exe is launched” When the TS server is under a heavy load.

I followed this hot fix support2.microsoft.com/kb/979530/en-us but it didn’t fix the problem. Because I think its for remoteApp only. the error said “The Update is not applicable to your computer”.
