User GPOs

Hello,
I have defined some Computer and User GPOs. When I open a gpedit.msc on the client computer, and look at the computer configuration settings I see that the ones that I’ve defined are greyed out.
When I, however, switch to the user configuration settings (again on gpedit.msc on the client computer) none of the settings I’ve set are greyed out – rather they all say “Not configured”.
Does this mean that my user GPOs are not being applied, or is this normal?
