Problems adding member server as DC

I have setup server B according to this document: http://petri.com/how_to_install_active_directory_replica_on_windows_2003.htm, after restarting the server i get the following error message in the event viewer: The File Replication Service is having trouble enabling
replication from SERVER A to SERVER B for
c:winntsysvoldomain using the DNS name SERVER A.DOMAIN.LOCAL. FRS will keep retrying.
Following are some of the reasons you would see this
warning.

Server B DNS settings are pointing to SERVER A which is the DNS.

Please advice on how to solve this problem
