Missing Language bar (was: hello community)

frist I says hello
second thing i have a problem with my PC that is:
when I installed a new copy of XP windows I defined the languages (Arabic and English) then I selected the switching buttons (shift + alt) after that, I coudn’t switch between the languages by the keyboard, and the language tool bar doesn’t appear on the task bar, and also right-click the taskbar, then from the Toolbars submenu there is no “Language bar” in the menu.
the only way to switch is to select my language from the control pannel and making restart
could you please advise me by what can i do?, thank you
