Exchange Routing

Hi,
We have an Exchange server organization with 2 Routing groups, and 2 servers each are placed in both routing groups. First exchange server is placed in First routing group, it receives all emails from Internet and delivers to it’s users directly and to Second Exchange server through Routing group.

If Internet goes down on the site of First Routers Group where First Exchange server is placed, no one will be able to receive emails; is it possible, when Internet is down on the site of First Routing Group where First Exchange server is placed; mails will be able to land on Exchange server placed in Second Routing group.
Please help me if you have any solution to this.
