Is it possible to disable the USB mass storage driver in Windows XP and Server 2003 so that usb keyboards and mice work but usb flash drives/ipods etc do not work?

I know there is 3rd party software that can do this but I’d rather not have to buy and deploy this.

Ideally it should just be the case of disabling the driver for the usb mass storage device or something?
