block access to WWW by web browser

What i would like to do is block access to the www unless a user has a specific web browser.
background – windows server 2003 AD, we have a SOE environment XP pro with IE6 (don’t laugh) and i want to restrict access to only this one browser. Users currently connect via a proxy (ISA2006 which up streams to trend IWSS for content filter). and i am in the process of changing this straight to Trend IWSS.
I have notice installs of Firefox and IE7/8 around and i dont want them to be able to connect to the ISA/IWSS.
I thought this might be possible by group policy (preventing app to run) or a rule on the isa perhaps?
any help would be appreciated.
