All Office 2010 document block on SERVER 2008

HI Everyone,
After Googlised all over the internet and not find the solution for my problem I will try here to have some advice about…
I have SERVER 2008 with 20 terminal users.
I have office 2010 on this Terminal server.
every office file that came into the outlook inbox is locked by the server.
It dosen’t happen with “pdf” file or any other file .If I save those office files some where on the server and I right click on those file, I find them blocked by the server security, and to open them I must click on the Unblock button.
my question is : howcan I unblock those file at server 2008 enviroment permanently???
