Is there a way to utilize older Access database with different versions of Office?

Currently we have some users with Office 2013 and some older versions, but we also have users with Office 365 Pro Plus, but those users can’t use the older Access Database…any help would be appreciated. Also note we are upgrading from Windows 7 .64bit to Windows 10 .64bit OS’s. Some are clean installs and others are in-place upgrades to Win 10.
